§ VI. "R-3" Mobile home district use regulation.

  • In any "R-3" [residential district], the following are permitted:

    (1)

    Mobile homes.

    (2)

    Mobile home parks. Mobile homes are to be allowed only in those areas designated as trailer home parks. Requests for location of mobile homes on privately owned lots other than a mobile home park shall each be considered on an individual basis as a nonconforming use in the zoning ordinance. Nonconforming permits, at the discretion of the planning and zoning commission, will be issued only to those residents that own the lot where the mobile home is to be located, must be the owner of the mobile home and they must be the ones residing therein.

    A special nonconforming use permit will be issued only after the following procedure has been followed:

    a.

    The person desiring to locate one (1) mobile home on land (or lot) to be purchased will first make an application to the city manager or city clerk. Such application shall give the size and condition of the mobile home. He shall also state the location where he plans to locate the mobile home and present evidence that there are no objections from the property owners on either side, in front of, behind or across a street or alley from the proposed mobile home location. The mobile home owner shall be advised that the wheels must be removed from the mobile home and that it must be placed on a permanent foundation. The size of the lot and the front and side yard requirement as outlined for single-family residences must be complied with.

    b.

    Each individual request shall be considered by the planning and zoning commission at their earliest convenience. A report from the commission shall be presented to the city council at their next regular meeting. Final approval of the special nonconforming use permit shall come from the city council. A written permit issued by the city clerk must be secured by the applicant before moving the mobile home onto the property.

    Mobile home parks. The following list of trailer parks and areas will be considered as placement areas for mobile homes:

    D.

    Mobile Home Estates.

    E.

    Central Trailer Park.

    F.

    S & S Trailer Park.

    G.

    Lozano Trailer Park.

    H.

    Yucca Trailer Park.

    Ponderosa Trailer Park.

    J.

    Triple "B" Trailer Park.

    K.

    The area south of U.S. 277 and west of 22nd Street to Valley Street including both sides of Valley Street.
