It shall be unlawful to maintain or operate any place used or maintained by any person
as a motor vehicle junkyard or storage area or dumping ground, or for the wrecking
or disassembling of automobiles, trucks, tractors, or machinery of any kind, or for
the storage or leaving of worn out, wrecked, or abandoned automobiles, trucks, tractors,
or machinery of any kind, or of any of the parts or equipment thereof, or for the
maintenance or operation of such place or area for the accumulation of rubbish of
any description, unless the operation is conducted in the manner prescribed in this
article including the payment of the license fee.
