If the city manager after the investigation required by this division finds the applicant
for a license required by this division to be the person he represents himself to
be, and that he is not an illegal alien, an escaped convict, or a fugitive from justice,
and that he has truly stated in his application the kind and quality of the merchandise,
goods and services he proposes to sell, the city manager shall issue to the city clerk
authorization to issue a license when the applicant has paid the fees and provided
bond as provided in this division.
