§ 16. Lots.

    Area. The size, width, depth, shape and orientation of lots shall be appropriate for the neighborhood in which the subdivision is located, and for the type of development and use contemplated, to assure provision of proper open space, and prevent overcrowding.

    Dimensions. Lot dimensions shall conform to the zoning ordinance or the following requirements, if more restrictive:

    A.

    Where all lots of the subdivision are to be served immediately by a sewage collecting system connected to a public sanitary sewer or a central disposal unit, the minimum dimensions for interior residential lots shall be fifty (50) feet for width and one hundred ten (110) feet for depth; provided that a decrease in depth may be made if the lot width is increased so as to provide for a minimum lot area of six thousand (6,000) square feet. The minimum width of residential corner lots not adjacent to a collector street shall be sixty (60) feet and the minimum area of corner lots shall be six thousand six hundred (6,600) square feet. Where adjacent to a major street this shall be increased to seventy (70) feet or seven thousand seven hundred (7,700) square feet. In residential lots not served by the public sewerage system and located in a subdivision which will not be served immediately by a central disposal, the city planning commission shall request the city manager to cause a percolation test to be made, and shall require such lot area as the city manager deems necessary. The county health officer shall cause such percolation test to be conducted and make reports for all subdivisions without public sanitary sewers which are located beyond the jurisdiction of the city manager.

    B.

    Depth and width of properties laid out for commercial or industrial purposes shall be adequate to provide for the off-street service and parking facilities required by the type of use and development contemplated.

    C.

    Corner lots shall have sufficient width to permit the required building setback and proper orientation to both streets. Lots abutting on crosswalks shall be treated as corner lots.

    D.

    Where a residential lot backs up to a railroad right-of-way, high pressure gas line, industrial area or any other land use which may have a depreciating effect on residential property, and where no marginal access street or other street is provided at the rear of such lot, additional depth of not less than eighty (80) feet is required. Where a lot sides to any of the above, additional width of not less than fifty (50) feet shall be required. A no-access easement of at least ten (10) feet shall be provided along the line of lots abutting such traffic artery or other disadvantageous land use.

    E.

    If a residential lot faces an arterial, it shall be at least ten (10) feet deeper than otherwise required.

    F.

    Radial residential lots shall be at least fifty (50) feet wide at the building line or less than forty (40) feet wide at the street right-of-way line.

    Orientation. Residential lots shall be oriented to take advantage of topography and the best relationship to the overall design of the neighborhood, and to minimize the effects of any surrounding depreciating land uses:

    A.

    The placing of residential lots facing directly upon a major thoroughfare shall be avoided, unless lots face a marginal access street parallel to such major thoroughfare. Lots should side or back to major thoroughfares and other depreciating land uses.

    B.

    The placing of lots at right angles to each other, with rear and side lot lines adjacent, shall be avoided.

    C.

    Side lot lines shall be as nearly perpendicular as practicable to the street the lot faces, or radial to curved streets.

    Building lines. Minimum front building setback lines at streets and crosswalks shall be shown on all plats and shall conform to the restrictions, if any, imposed on the subdivision by the subdivider, but in no event shall such setback lines be less than required by the zoning ordinance or the following minimum requirements:

    A.

    Interior lots:

    (1)

    Fronting on a residential street: Thirty (30) feet.

    (2)

    Fronting on a collector street: Thirty (30) feet.

    (3)

    Fronting on an arterial street or state highway: Forty (40) feet.

    B.

    Corner lots: Same as interior lot requirement on each street.
